Russians Lead Asylum Seekers in South Korea for Third Year
Official data show that 2,026 Russians submitted refugee applications last year, accounting for 13.8% of the total 14,626 filings. Indian nationals ranked second with 1,462 applicants, followed by 1,216 individuals from Kazakhstan, according to the released statistics.
While the number of Russian applicants dropped significantly compared to 2024 — when 4,546 sought protection — they have continued to represent the largest nationality among asylum seekers since 2023. That year saw a sharp spike, with 5,750 Russians applying, roughly five times higher than the 2022 figure.
A ministry representative indicated that the ongoing conflict between Russia and Ukraine, along with military conscription measures, likely contributed to the sustained flow of Russian applicants.
Despite their numbers, no Russian nationals were granted refugee status in 2025.
In total, South Korea approved 135 asylum claims last year, including 75 individuals from Myanmar.
Since acceding to the UN Refugee Convention in 1992 and beginning to register asylum applications in 1994, South Korea has officially recognized 1,679 refugees. The overall approval rate during that period stands at 2.7%, according to ministry data.
